Rios\'s parents were Cuban and he was born in Spain. At age 2, his family immigrated to the United States, where he grew up and went to college at the University of Miami.\n', '
Rios signed as an amateur free agent with the New York Yankees in 1993. He debuted with the GCL Yankees, going 2–1 with a 3.52 ERA and six saves in 24 games. He had the rare honor of being the closer on a team which briefly featured Mariano Rivera (then a starter). In 1994, Rios had his first year in full-season ball, going 3–2 with 17 saves and a 0.87 ERA in 37 games for the Greensboro Bats and allowing no earned runs (2 runs overall) in 10.1 IP for the Tampa Yankees (2 saves in 9 games). Rios\'s composite ERA of 0.70 was presumably one of the lowest in all of the minor leagues that year.\n', '
Rios remained dazzling in 1995. With Tampa, he had a 2.00 ERA, 0–4 record, 24 saves and 72 strikeouts in 67.1 IP. He finished 53 games, most in the Florida State League.\n', '
