Dowling was born in Charlottetown, Prince Edward Island, Canada. Her recording career began when she was a music student at Dalhousie University. Dowling is based in Charlottetown.
The day after she graduated from Dalhousie University in 2007, Dowling started touring as the violinist with the rock group Hey Rosetta!. She toured with that group, based in St. John's, Newfoundland and Labrador, for ten years until the band started an indefinite hiatus in 2017.
