Tate grew up in suburban Seattle and graduated with an Associate of Arts degree from Tacoma Community College. In 1988, he received a Bachelor of Arts degree from Western Washington University at Bellingham. From 1989 until 1995, he was a member of the Washington House of Representatives. Tate was elected to Congress in the 1994 Republican Revolution, and from January 3, 1995 until January 3, 1997, he was a member of the 104th United States Congress.
